You could still go a bit cheaper than I did, but I chose the GTX1660ti 6GB for the GPU as that is only a little more expensive as a GTX1060 6GB but with the performance of a GTX1070 so if you wanted you could also play a lot of recent PC games in 1080p or older games in 4k without many issues as well, just add a 360/xbone/steam controller and you're good to go (keep in mind, Microsoft has announced that they will start supporting/releasing/backporting xbox exclusives on PC now). I also added a slimline DVD-rewriter to have something behind the open slot in the front(wanted to add a Bluray player/writer so you could also use it as a fully fledged 4k HDR Blueray entertainment center but there are none available in the UK PCpartpicker with a price attached) The case I chose is black, but this specific one is also available in white if you wanted it. There is also built in WiFi and a 7.1 onboard surround card (if needed that is ) and I opted for a 128GB m.2 nVME for the OS drive for that near instant startup and a 1TB 7200RPM 2,5" storage drive (they are cooler and as we are SFF here smaller ) I added an extra 120mm casefan to keep stuff cooler and as cherry on top there is a fully modular 80+ gold rated 450W powersupply. https://uk.pcpartpicker.com/list/WN4xBb for an Intel-CPU based system or https://uk.pcpartpicker.com/list/N3GynH for an AMD-CPU based system. The differences: AMD Quadcore(4c/4t) instead of Intel Dualcore+Hyperthreading(2c/4t)and the AMD system is able to overclock out of the box (wouldn't do that in such a small enclosure but still, the option is there.) and as the AMD favors fast RAM I changed the ram to 3200MHz as the Intel is locked at 2400MHz there is no need for faster ram on the Intel. all in all, these builds are 900 pounds give or take 10 quid, and both should run basically all the games you've mentioned with ease, where for Dolphin *probably* the Intel wins because of the higher IPC (which is what most emulators care about) And if you want some higher end stuff in the future: you still have those options as well since these mainboards support up to the i9 9900k or the R7 2700x (again, wouldn't put those in that enclosure while on aircooling and you need an aftermarket cooler for both to fit in the case, but the case does support up to 240mm radiators although it's going to be tight.) and can host up to 32GB of RAM.

Agreed, but it is better bang for your buck, that is the only reason why I would say get that 1660ti as it is MUCH faster also, 4k or higher will use a lot more power (can't run most games in 8k on my 2080ti so... there's that) and as the SSAA implementation of Dolphin isn't as good as upscaling your IR, I would say get more power

If you are only doing dolphin the 1660ti is kinda pointless compared to some other cards you could get. If you are playing other games (native PC games) then the 1660ti does have a nice 10-30% boost over the 6GB 1060 and comes closer to 1070 (non ti) performance then the 1060 GB which could allow for more bells and whistles being enabled in modern titles while maintaining acceptable framerates. This assumes a $20-$30 price increase over the 1060 6GB (I hate Nvidia for making that name necessary) and with it being $20-$30 cheaper then the 1070. At that price it is an ok card to build with if you are a team green fan (though there are possibly much better deals in the AMD camp depending on wht you want to run).
