Lagging issues on recommended hardware specs

Hey, I'm having frame rate issues with every game on the dolphin emulator. My CPU (i5 4460) and GPU (AMD r7 260x) apparently meet the specs for decent emulation speeds, but emulation speeds and frame rates are still slow (~30 fps and laggy). I've followed the dolphin wiki on how to maximize performance but I still haven't seen any improvement, and now I'm looking for any sort of advice on how to fix whatever is going on. I appreciate any input, thanks!

some games just run at 30FPS. if you get slowdowns and stuttering make sure that you aren't overheating

I would be fine at 30FPS, but the games (Super mario sunshine/double dash/windwaker) all play at half speed with both laggy audio and video.

make sure you aren't overheating and are using the performance guide
