You're only allowed to use Dolphin for games you have a physical copy of. It's not a tool to enable piracy.

The laws are a lot meaner in most countries than the residents of those countries think. Because of this, we basically have to be hostile to all users that are breaking US or European law, as that's where Nintendo are likely to bother suing Dolphin. In these territories, there are no legal ways to get hold of a disk image for a game you don't have a physical copy of, and very few ways of doing it even if you do have the disk. I'm not sure you've said quite enough to warrant a ban yet, but you're not far off, so tread carefully.
