So i just oc'd my CPU in hopes of getting at least a little bit more "oomph" out of it, i increased it from 3.00 GHZ to 3.4 GHZ, i COULD go up to 3.8 GHZ, but i know nothing about messing with voltage settings and id rather not risk frying something. Will this increase i got now allow me to play games better on dolphin?

For example when i play Twilight Princess it works perfectly until i get to that area where the latern guy is, when Epona runs through the grass the game slowed to a crawl and one time even crashed from the sudden drop. I was also unable to play Spyro without it staying at a stable 30 fps.

Run the test on both cpu clocks.

https://forums.dolphin-emu.org/Thread-unofficial-the-unofficial-dolphin-benchmark-results-updated-mar-16-2015

Post results there too for the database.

But, just by looking at the results in the 'A' catagory should tell you everything you need to know, there is a clear and linear relationship between GHz and time.

so, thats a bit confusing, but regardless if i went up to the full 3.8 i wouldnt get the results i want? im a tad confused.

You will not get the results you want with your current processor. But, bigger OC = more fps.

im just unsure as to why i cant get that performance, i got a good CPU. It SHOULDN'T have such a problem running Dolphin with it being OC'd.

Would i get better performance on an AMD FX-4100 3.60 GHZ?

Sorry, you got an amd cpu, that's by definition not a good cpu, when it comes to emulation.

For emulators like Dolphin, you need a lot of single thread performance, which all amd cpus lack. Sure some old intel cpus are as bad as amd ones, but those are not considered good either.

The AMD FX-4100 seems to have the same single thread performance as the Amd Phenom II X4 940, so it would only be faster if it runs at a higher clock.

Last but not least, don't get crazy ideas about buying an 8 core amd cpu. Dolphin uses mostly 2 threads, if you add the gpu driver thread, the lle audio thread(when using lle audio) and background stuff, you come to the conclusion that you want a fast quad core cpu. If you add any more cores than that, Dolphin is not going to run any faster, not even something like 1%.

ive been reading and it seems with my other processor sitting, i can take that all the way up to 4.4 GHZ OC. that would be much better than what im currently uses id suspect, but id love to hear your opinion.

Overclocking your CPU will translate to better FPS, but the AMD processors just do not mix well with Dolphin (or most emulators for that matter). You should probably upgrade to a 3rd generation i5 or better for good Dolphin performance. The Phenom is a bad choice for emulating. This handy chart will show you clocked performance of different processors. The Phenom you have is on the same playing field as the Core 2 Duo, meaning that games will be playable, but have bad FPS and the audio will drive you to insanity. Go Intel
Arch
Intel Core i7 - 4510U
iHD4400
8GB RAM

i keep hearing AMD is bad for emulating, but all i got is hand-me-downs right now and i dont think my motherboard supports intel cpu's. so even if i got my hands on one, i dont think it'd work.

Your Phenom II is better than Bulldozer (FX 4100 / FX 6100 / FX 8150 ). So nope
Phenom II single threaded performance is on par with Piledriver , clock per clock (FX 4300 / FX 6300/ FX 6350 / FX 8350)
