If its the one with the core i5-520M maybe a few of the less demanding games. I'm not sure though.

Shouldn´t have that much of a problem. Those games are normally lightweight*.

*When running on game´s native resolution and in single-player mode.
Rig 1: Windows 10 Home | AMD A6-1450 @ 600/1000/1400 MHz | AMD Radeon HD Graphics 8250 | 4GB RAM | HP Pavilion TouchSmart 11.

Rig 2: Windows 10 Pro | Intel Core i7-2640M @ 780/2800/3500 MHz | Intel HD 3000 Mobile | 8GB RAM | Dell Latitude 6320.

That's because the iGPU in it only supports GL 2.1

Would have some advantages, but still suffer some slowdowns.

Not even my i5 4300M @ 3.2GHz can handle demanding games well
Base on Dolphin Benchmark Ivy Bridge (i5 3xxxM)is 30% slower than Haswell (i5 4xxxM) . Light-weight games may run ok with it but demanding games won't
If you want most games to run well , you will need atleast an i7 4700MQ or i7 4710MQ or i7 4700HQ... plus Nvidia GT 840M or better GPU
Laptop: (Show Spoiler)
Clevo W230SS : 3200x1800 IPS | i7 4700MQ @ 3.6GHz (Intel XTU + Triple fan mod) | GTX 860M GDDR5 | 128GB Toshiba CFD SSD | 16GB DDR3L 1600MHz
Aspire 715 43G : 1080p 144Hz |  R5 5625U @ 4.3GHz | Nvidia RTX 3050 4GB | 500GB WD SSD  | 16GB DDR4 3200MHz
Mini PC :: (Show Spoiler)
G3258 @ 4.6GHz | ELSA GTX 750 | Asrock Z87E ITX | 600W SFX 80+ Gold Silverstone + SG06-LITE | Corsair Vengeance 8GB 2000MHz | Scythe Kozuti + Ao Kaze | 45TB 2.5" Ex HDD (in total) , Zelda Gold Wiimote , LE Wii Classic Controller , Gold LE PS3 DualShock , BlackWidow Chroma ,
Now Playing : Xenoblade Definitive Edition on Yuzu - Switch Emu

The HD 4600 iGPU in those Haswell chips you mentioned should be good for 2x-2.5x IR. You don't necessarily need dedicated graphics on those high-end mobile CPUs in order to get a good experience from Dolphin.
