Joystick Issue with new controller

I just bought a 3rd party USB GameCube controller off Amazon. When I went into the controller configuration I saw that even with the radius set to 100 and the deadzone set to 0, the controller would be just shy of being able register 100% in most directions . This means that in games I'm not able to run at the max speed. This makes some games unplayable, especially games like Wind waker where you need running starts to clear jumps. Is there any software solution to this or do I just need a new controller?

Have you tried calibrating it in windows?

I tried calibrating it and at first it didn't work. But I just found out that if I don't open the controller configuration on Dolphin before playing a game I'm able to run at full speed. If I open up the controller configuration I have the same issue. This sort of solves my problem.
