Then this sounds like some sort of system issue.

Check Windows update for any optional updates

I have direct x 11 which is standard with windows 8.1 and as keyboard mouse setup goes I have a labtop where the screen can come off but idk ive been having alogt of poblems with things that use directinput maybe that's a clue

Yeah, dolphin uses dinput for keyboard and mouse, do you have a gamepad you can try?
