It's possible, but you'll have to edit the game INI file manually and I doubt you actually can get it to run that fast on your phone.

I have an S9+ here which has the same processor. I can get it to run at 30 fps at the menu but Valak Mountain at night is a great place to test the actual best frame rate you can get - and I can't get it over 20 frames per second there, so I wouldn't even try to hit 60.
What config are you running to be able to keep it fast enough that you'd actually consider the 60 fps patch? I'd be very curious what changes could be made to Dolphin - dirty hacks or not - to increase performance in areas like Valak Mountain at night. It suffers quite badly on PC too (at least with all the bells and whistles added in) and I had to adjust the viewing distance gecko code to get it to work properly on PC. 09-03-2019, 07:07 PM

Probably not many, if any changes... the best way to get it run as fast as possible is running it on the original hardware. There might be minor optimizations here and there but Dolphin is already highly optimized to run as fast as possible on current hardware, so unless future hardware implements some new sort of instructions that are beneficial for gamecube emulation (or for whatever reason implements a full PowerPC instruction set so that the instructions don't have to be translated to x86 anymore) nothing will be making it much faster. The minor optimizations I'm talking about are not 1fps or even 0.1fps but more in the range of 0.01fps. Also I might be completely wrong as I'm not a dev.
