Issues with sound distortion and slowness with Wii Sports

I am trying to get Dolphin up and running for the first time. Wii Sports is the only game I have. It starts fine but as soon as you get to the main screen where you pick up a sport it has a constant background drone sound. Once you pick a sport (Boxing, what I want it for) the sound crackles during the game setup. Once in the game it is slow and laggy. I was originally using Dolphin 5 stable release, but tonight I updated to the latest nightly (5755) and the problem persists. I was also originally using 4xFSAA and 3x native resolution but dialed that back (Even though Win 10 says that both CPU and GPU were working less than 60%) thinking that was choking my system, same problem. I went to native resolution and no fsaa but no change. I checked the wiki and can't find any special compatibility cases/settings for this game. I'm not sure what step to take next, any help is appreciated. I'm on OpenGL, I also tried switching to Vulkan but it crashes on game launch, switching to Direct3D11 completely breaks the game and I can't get anywhere from the first screen.

Intel i5-3550s
Radeon R7 360
32GB DDR3 SDRAM

Seems to me like there is something wrong with your videodrivers: try downloading and installing the latest one (2017-11-04): https://www2.ati.com/drivers/beta/non-whql-win10-64bit-radeon-software-crimson-relive-17.11.1-nov2.exe and see if the issue still occurs (also try D3D11 and Vulkan again)

Otherwise also make sure that the issue doesn't exist when you are using Dolphin's default settings by going to My Documents and renaming the Dolphin Emulator folder or by creating a portable.txt where the Dolphin executable is. Then changing nothing except for the IR to 1x.
