Here , I underclock my CPU to 2.0GHz (2000MHz as you can see in the attachment) and game like Mario Sunshine still get more than 100% speed , no slowdown , no lag even though I run it at QHQ resolution (2560x2112)

By "doing something about my CPU/GPU", are you saying my only option is to use ThrottleStop? 

I see, so what's the point you're making by telling me you underclocked and you get good speed with Mario Sunshine?
