Issues with custom textures for Wind Waker

I've been trying for a while to get the custom textures to work for Link's tunic to be recolored, specifically from this thread:

Everything I've googled has either not worked or been about a different issue.
I've done everything the Readme.txt said, and messed with settings and it never works.
I get the message at the corner of the emulation saying: "Custom Textures loaded, 0.0 Mb, in 0.0 s"
Every time I load it up it states this. I've matched the game ID, remade the folder multiple times, tried disabling cheats, set texture cache to every possible spot, and nothing seems to work. Am I missing something incredibly basic? Does my version of dolphin not support this anymore?
(I run Dolphin version 5.0-8578, if that's the case)
Did I download something broken?
Any help is appreciated, thank you very much.
I have also included some screenshots, of my graphics settings, and of the message on the emulation.
If any other info is needed, I will try my best to get it.

This texture pack is using the old naming format for custom textures, which no longer is supported by Dolphin. If you use the 5.0 stable release, there is a texture converter that you can use to convert from the old format to the new format. It doesn't convert the filenames until you actually run into the texture in-game, which is tedious for large texture packs, but I'm guessing that wouldn't be much of a problem in your case. After it's converted, you can use the texture in newer versions of Dolphin.

It almost works, I think. It says "0.1m loaded in 0.0 s" but the texture of Link's Tunic remains the same
