Issue with my pc + help for choosing cpu for htpc

Hi, i have some issue running a lot of game at full speed especially when efb copy to ram is activated. It is very slow. My spec:

CPU: amd fx-6300 3.8 ghz (OC)
video card: Nvidia gtx650 ti boost
ram: patriot 8gb 2133 mhz
windows 8.1 x64
dolphin: 4.0-5328-x64.

I also plan to build a htpc with a spare video card: amd radeon hd7770 i have. I heard that intel cpu are actually better for emulation.

can you help me to check what i can do for better emulation on my pc and to help me choose the right cpu for dolphin emulation on my low budget htpc?

You could

1. OC the FX-6300 further; pretty sure AMD CPUs can OC a good bit past 4 GHz on moderate cooling

2. Slap a G3258 + Z97 mobo into the HTPC and OC that
AMD Ryzen 7 3700X @ 4.2 GHz | MSI GTX 1070TI 8GB | 32 GB DDR4 @ 3000 MHz | Windows 10 Pro x64 | Dolphin 5.0-10886

Second this. I could get that amd fx processor to 4.5 with an aftermarket air cooler.

I OC now at 4.5 ghz stable and tested but games are slow especially wii games with efb to ram. Now most gamecube games i have tested work perfectly and wii games wthout efb to ram are working at full speed
