Issue with dolphin on windows 7

My most current is 4659, and my other build i use is 4613.

well, I cleared up nearly half of the processes that was running on my comp, and I elmitinated everything that came on at start up, and the good thing is that the menu now fully goes 60 frames, but it's just the problem that at the stages, it's still struggling at 30-40 frames... you think there's any way to speed up things?
