Issue Getting Custom Textures to Load

I recently was playing Xenoblade Chronicles using the HD Custom Textures and I easily got everything running fine. But after moving the Dolphin directory over to my SSD from my HDD to improve performance I cannot get custom textures to load anymore.

I've tried everything I can think of to get it working, verifying the "load custom textures" is checked, making sure the folder is saved where it's supposed to be and reinstalling different versions of dolphin, all the games run fine but custom textures just refuse to load. The only thing I can think of is that dolphin may have some of the settings saved somewhere in a folder outside the main directory and it's still set to load textures from a folder that no longer exists on my HDD.

Any help with this would be appreciated.

do you have texture accuracy set to safe?

Possibly still writing to %USER%/My Documents/Dolphin Emulator unless there's a portable.ini (or something) present in Dolphin's directory; that ended up being the issue for me
