You can have the runtimes for DX9 and DX10 (and DX11 for that matter) all installed on your computer at the same time. Dolphin uses some stuff from DX9 but it isn't programmed to take advantage of DX10 (as of yet anyways). Don't mistake DirectX just for a graphics API (Direct3D), it includes other stuff like DirectSound etc. But don't ask WHY or WHAT Dolphin actually uses from DX9 because I haven't the slightest clue.
So, in the end, you can download the runtime installer and install it without having to "downgrade" or anything.
Another thing, I noticed on this thread http://forums.dolphin-emu.org/thread-26.html that the NTSC version asks you to insert the disc. That might be the problem.
... But I'm not sure. I haven't tried Brawl yet, although I could rip it and see.
