I meet all requirements
but this pops up when I open dolphin

This application has failed to start because OpenAL32.dll was not found. Re-Installing the application may fix this problem.

I re-installed it twice and no it does not work.

The 32-bit builds are usually broken, as no-one uses 32-bit (as it's significantly slower), and hence when something goes wrong, no-one reports it, so no-one knows they need fixing. It's likely that.
