is vulkan broken in latest releases ?

Just bought the new OnePlus 6T (android 9.0) switching to Vulkan = black screen.

The OS release itself doesn't really have much interaction with the 3d drivers at this level. It just happens to be that new android OS releases get new driver revisions most of the time.

My phone has Vulkan 1.1.66
