Should be fine for a bunch of popular games if the Ryzen CPU can hold close to it's turbo clocks for a long period of time without thermal throttling.

Unfortunately I know pretty much nothing about AMD's recent Ryzen's laptop CPUs so ¯\_(ツ)_/¯

The single core performance is around a 4th-6th gen Intel i5 U series processor with much better multi core performance. So it should generally work ok if HP has enough cooling and power delivery.

Much better GPU too. 1080p Dolphin should be no issue.
