TBH I wouldn't buy an Athlon II X3 or X4, the X2's are fine since you don't really need shared cache on a dual core. The X3/X4's may be extremely cheap quad cores but they come at a cost, they have no shared cache of any kind and the cache each core does have is very low and the cost of that is very poor performance unless the application makes each core do very specific tasks. You'd be better off getting a Phenom II X3 720BE than the Athlon X4.
EDIT: Also I just saw that power supply you listed, BAD IDEA! You should never EVER skimp on a power supply, the power supply is the most important component in the system, a bad power supply can destroy your entire system if it fails. Bad power supplies usually have bad voltage outputs and also bad ripple which can destroy your hardware.
