Not at a reasonable speed, no.
Why do you have an aversion to buying laptops on the Internet? I ordered my Sager (a really good gaming brand) online and I love it

It will run light-weight games full speed . Just don't expect demanding games to be playable on it
Xenoblade is not a demanding game atm but it's not light-weight game either . Xenoblade does need a decent GPU to run at high resolution

I can't, for some reasons.

Do you have a list of light-weight games or something like this ? Or, at least, are Paper Mario TTYD, Tales of Symphonia, Baten Kaitos, Xenoblade and Skies of Arcadia light-weight and playable on this ?

Oh, last question, I heard that the gamecube adaptator is compatible with Windows, so can I use it to play with my gamecube pad with Dolphin ?

You should be able to play a few games(but don't quote me on that Tongue), but if you are you're going to be very limited as to what will run at playable speeds(keep in mind that playable is a loose term and doesn't necessarily mean full speed, but more so depends on what you can tolerate). Keep the internal resolution at the native 1x as suggested earlier, don't use any enhancements, give it a go and hope for the best. If one game doesn't work, try another, you never know. Just don't go for anything that is graphically intense or has a lot of on screen physics. Xenoblade will most definitely not be playable.

Sadly, if you're looking into laptops and all the ones you're interested in have "U" CPUs, a laptop that will run Dolphin well may be out of your price range(or not, I've been known by my friends to find INSANE deals).

Is it feasible for you to build your own desktop PC? You can build one that will work great for probably about the same as the laptops you're interested in. If mobility is necessary, that's totally understandable, that was my issue. My current laptop cost $1100 new about a year ago and is equivalent to something around probably $900 today(I'm just guessing). Check my profile if you want to see the specs as a reference. I'm sure if you looked hard enough you could find something comparable to mine(or possibly better) for under $800. It runs Dolphin great.

Yep was testing Dolphin yesterday and my lil bro's i5 3230M and a few months back it didn't run games nicely, so far I've only tried MGSTT but its now perfectly smooth at 2x IR.

On that most games should be fine.

Yes, that powerful enough, also remember to use the latest dev build for all the new accuracy and speed updates. https://dolphin-emu.org/download/
