i5/i7 3xxx is last gen . New CPUs are i5/i7 4xxx (i5 4670k , i7 4770k) , new CPU come with new mobo (Asrock Z87 Extreme 4)
GTX 6xx is last gen . New GPUs are GTX 7xx ( GTX 770 is faster and cheaper than GTX 680 , GTX 780 is much faster than GTX 680)

Not good at all . You buy an OEM system instead of building it by yourself ? You will get rip-off for doing that

So now you've gone from laptops to desktops? :\ Either laptop would've run 80% of games at full speed, and the desktop'll run 90% of games at full speed (98% if overclocked).

He's not doing that, he's building it himself. And it's a perfectly adequate system that'll run Dolphin fine. It could be better, though:
–A 3570K will get you nearly identical Dolphin performance to a 3770K; the 3770K's one advantage, hyperthreading, doesn't help Dolphin at all. You could also go straight for a 4670K/4770K, as admin89 suggests, though that requires a Z87 motherboard too.
–Follow admin89's suggestion about the GPU, it's a bit of a no-brainer.
–Only 4 GB of RAM? Google Chrome fills that up quickly if you have 30 tabs open like I do right now. Go for 8, or even 16. (It's hard to fill up 16, though, unless you're running VMs or compiling your own Dolphin builds, and 32's just ludicrous.)

Wrong, it has a larger L3 cache, which may or my not help dolphin :3 (defiantly not worth it imo tho)

If a GTX780 is the same price, then you should go for it. You could also get a GTX 770, which is still faster than the 680, but should be cheaper.
OS: Windows 10 64 bit Professional
CPU: AMD Ryzen 5900X
RAM: 16GB
GPU: Radeon Vega 56

If money is no issue, by all means, get the 4770K, but you will save some cash if you pick the 4670K from which you can buy a great cooler so you can overclock it when needed.
As for the GPU, the GTX680 is plenty for Dolphin, but you might want to check out the newer GTX7xx though.

What is your budget? Are you building this yourself?

Budget is around 1.300€~1.400€ (I'm talking in Euros because I live in Italy).
And Yes, I'm building by myself Smile

And, THANKS FOR ALL YOUR SUPPORT, again XD.

EDIT: When will come August, I will buy my computer with these specs:
Quote:Case: Cooler Master Storm Scout 2
Motherboard: MSI Z77, ATX
Processor: Intel Core-i5 3570k
Cooler: Cooler Master V8
Fan: Cooler Master JetFlo 120
Video Card: nVidia GeForce GTX 770
RAM: G.Skill Ares 2x4GB 1866 MHz
Power Supply: Cooler Master M2 Silent PRO 720W
Reader/Burner: LiteOn iHas 124B
Hard Disk: 500 GB, Sata III, 7200 rpm
This PC will must be kept for 3 years, at least. So, once bougth, i I will overclock it Smile
So, it is good to run dolphin on most games at 60fps?
Thanksnin advance, and great community Wink
