Put it at 3.3ghz when playing dolphin and underclock it when not playing dolphin and you'll be fine.

Use Dolphin 3.0 and you'll be fine.
Ehm, 30 to 40 fps when playing a level for a 60fps game is far from fine. You need double that. Never mind when you need to enable lle audio to pass points in Mario Galaxy and Galaxy 2 that the game crashes with hle, it will become a slideshow.
Dude what are you talking about? That's when recording. I don't know if you know this but recording takes away from your framerate. Just in case you didn't know. Also it's Bulldozer not Piledriver. None of you even really looked at anything did you?
FPS:
Recording 25-60FPS
Without bandicam 35-60FPS

And like i said at certain points he will need to use lle audio. Do you want to make me post of a video running that part of the game with my sandybridge with hle audio (not ivy bridge or haswell that is about 25% faster clock for clock) for comparison? Without recording i am getting 80 to 120 fps using the latest dolphin version and not an old one. Could you explain then how his experience will be better with an amd cpu that you are suggesting?
Who said it would be better? HINT: Nobody did. I said that getting a i7-4700mq and a good gpu would be in the thousand range. Also, Piledriver is better than Bulldozer clock for clock.

This is also fine and 120$ cheaper.

And you don't need a good gpu to just match the performance of an amd igp.

The lowest dedicated gpu the i7-4700mq comes with is a 740m. Look at this search. This is exactly what I'm talking about.

Well if he wants to run SMG at good speeds he has to spend more money on good hardware. There is no getting around that. The only question the OP asked is if his hardware would run the game well. And that question has been answered. Link_to_the_past is just trying to elaborate on what would be needed to run the game well. And he's right. A mobile AMD cpu is not going to cut it. Not even a high end one.
