Put it at 3.3ghz when playing dolphin and underclock it when not playing dolphin and you'll be fine.

And like i said at certain points he will need to use lle audio. Do you want to make me post of a video running that part of the game with my sandybridge with hle audio (not ivy bridge or haswell that is about 25% faster clock for clock) for comparison? Without recording i am getting 80 to 120 fps using the latest dolphin version and not an old one. Could you explain then how his experience will be better with an amd cpu that you are suggesting?
Is this computer good enough?

Well if he wants to run SMG at good speeds he has to spend more money on good hardware. There is no getting around that. The only question the OP asked is if his hardware would run the game well. And that question has been answered. Link_to_the_past is just trying to elaborate on what would be needed to run the game well. And he's right. A mobile AMD cpu is not going to cut it. Not even a high end one.
