Is there any computer that can run all games 100 % at 60 fps?

I'm waiting for Ivy Bridge or Haswell before upgrading my CPU/Motherboard again. I bet those could run nearly all games at 100% with the right configuration. I don't even think the performance degrading/accuracy settings such as EFB to Ram, LLE, CPU EFB Access would cause much of a hit.
I wonder if someday there will be a processor that could run everything in interpreter mode with decent speed..
