This option does not seem to be in the game ini commands.

If it's a GC game, hold the B button when you start the game. If it supports PAL60, it should offer you a prompt asking if you want to use it. The game may even save your preference to your save file so that you don't have to hold B every time (as long as you say yes to the prompt each time you start the game). I don't think you can do anything with the ini files, as PAL60 is a game option, not a Dolphin option.

PAL60 is a Dolphin option for Wii games. Last time I checked, it hasn't been added to the per-game .ini settings, however.

For GC games the PAL60 flag is stored in the SRAM instead of the sysconf file (on the wii's NAND). Someone should probably implement it and hook it up to the existing UI.
