And then getting it to boot any games directly from there? I know it was possible to boot a game from a bios in an older version of dolphin (not sure about that) but what would it take to get channels for every single game?
Is there a way to get a Wii menu displaying all the games in your library?

The wii was designed to work with only one disc at a time, so unless your entire library is VC and Wiiware titles (and under the channel limit) you won't be able to get all of your games into the Wii menu at once.

What if someone could make a wad for the home brew channel that can access all you games on your PC hard drive. It could be possible were talking about the hombrew channel here. It would really be nice to have specially for people who play games on there couch

Like Darkrocket said, the best thing is Big Picture, you can do that by adding a non-Steam game to your library and using this as the target. G:\Dolphin-x64\Dolphin.exe" /e "G:\EMULATORS\DOLPHIN GAMES\Animal Crossing Lets go to the City\Animal Crossing Lets go to the City.iso" /b Of couse, edit it to what you need.

Swapping discs at this time does not load up the new games ini's. So this is not possible at this time at any level.

Homebrew Channel has specific code in their binaries to intentionally crash when running in Dolphin. Also, the effort needed to something like that by using Wii Menu isn't worth the results. You can just configure Dolphin in Steam and use it with Big Picture...
