If you have a system old enough that the RAM dolphin needs is an issue, it's likely far too slow to do anything useful in Dolphin anyways.

If your specs are right, and you have 4GB of ram, then you won’t have any issue with RAM unless you start trying to use texture packs.

64bit only really "saves" instruction size and data pointer size - which are a tiny proportion of the memory that dolphin ends up using. There'll be very little benefit (if any measurable) in the memory use of a 32-bit build.
