D3d11 has an entirely different and far more efficient shader language. It's better in every way. I have no doubt in my mind that if the d3d11 backend was as well optimized as the d3d9 backend it would always produce better performance even with additional shaders for effects that can't be emulated with the d3d9 backend. I think this is what you mean to say but "designed to use" doesn't really make sense. Anything that uses d3d11 is designed to use it.
