Are you referring to d3d11 and d3d9 in general or the backends used in dolphin?
Either way you're wrong. Sometimes the d3d11 backend it faster, somtimes it's slower.
In the context of other applications d3d11 should always be faster than equivalent d3d9 code as long as it's properly optimized. The exception to this is obviously certain things that have no d3d9 equivalent.
