Is NFS hot pursuit 2010 really demanding a lot?

On my Redmi Note 9 Pro (Snapdragon 720G) NFS Hot Pursuit 2010 runs smoothly (30-40 fps) but the emulation speed is not full (60-70%). When underclocking to 40%, some races still drop the emulation speed to 60%, some run at 30FPS/60VPS. When underclocking to 20%, the emulation speed is 80-100% depending on the screen activity, but the FPS jumps between 8, 16, 28 and 40.
