Intel Core 2 Quad Q8300
4 GB RAM

Is it enough?

Intel Q8300 @ 2.5ghz (stock) : Nope
Intel Q8300 @ 3.4ghz : For most games ,yes (Some games need an OCed Sandy Bridge)

Your graphic card is pretty good,but your cpu is not. This is fine for most pc games,since they are gpu reliant,but for emulators such as dolphin cpu is more important.
You best bet is to heavily overclock your cpu,or buy new cpu+mobo+ram. I would recommned 2500k+z68mobo or if you dont have the money then i5 2400+h61 mobo
