You're right that ram is more expensive than most, and you don't need 8GB for dolphin either. You could also get good performance from an i3 since dolphin only uses 2 cores. Here's one for $125

Memory: G.Skill 6GB (3 x 2GB) DDR3-1600 Memory ($66.99 @ Newegg)

you just need to worry about your case, power supply, and storage.

(I'm starting to get an idea of the builds "necessary" for Dolphin)

i've already got the memory i want and the mobo and processor. i have a case, powersupply, GFX, and a 1 TB HDD in my cart. all i need to do is order.

alright, so will the intel i5 4570 and the sapphire radeon hd7790 do the job ok? im wanting to be sure that i have the right stuff before i order

When building a computer for Dolphin, the "right stuff" is an overclocked 4670K. Even this won't run every game at full speed. The GPU is much less important than the CPU. See this thread:https://forums.dolphin-emu.org/Thread-minimum-specs-video-card-unofficial You could spend $100 on a video card instead of $150, and get the maximum dolphin performance while staying within your budget.
