Fatal Frame is running unusually slow for me as compared to other, higher graphics games that I play.
I posted my information while signing up so I'm sure the information is available to you all

First off, we need your specific CPU and GPU model number.

Also, try upgrading to Windows 8.1 and using the latest dev builds

Sorry, but could you give me instructions on how to do this?
Hope I'm not asking for too much.

Intel Core i3 3217U (1.80GHz)
4GB Memory 500GB HDD
Intel HD Graphics 4000
1366 x 768
Windows 8 64-bit
DL DVD+/-RW/CD-RW

I think this is it.

Those specs are what we're looking for. Make sure to put the i3 and Intel HD graphics into your profile.

To upgrade to windows 8.1, go to the windows store and there should be a big button that says upgrade to windows 8.1. If not, go and install updates from Windows Update.

What are you comparing how well Fatal Frame runs to? A PC game? Because Dolphin and PC games are totally different. PC games rely more on the GPU, Dolphin relies very heavily on the CPU.

Your CPU is not optimal for dolphin, as you have a low power U series processor, with reduced speed CPU cores to make them low power consumption. Make sure you have your computer in high performance mode to prevent slowdowns, but it not very strong for Dolphin, so you'll probably only be able to play light to some medium (CPU intensity) games. I don't know where fatal frame lands on how intensive it is.

You have no chance to run Fatal Frame decently with this CPU (I'm gonna assume you're talking about Fatal Frame IV)
