I tried running it but in the menus I get 60fps flat most of the time, BUT as soon as i get to the game i'm only getting 37-47 fps which is annoying lol...but is there maybe a setting i can use?

i'm using dolphin r7528

and these are my cpu specs..........intel core2duo E7200 2.53GHZ

RAM-3.00GB

ATI radeon HD 2400pro

I would use my gamecube but it broke Dodgy

Hardware is way to weak and you got a broken GameCube, you're double screwed.
I don't think it would help much changing settings since going for to much performance settings can cause GFX glitches making games unplayable in the end.
But I would like to be proven wrong.

Your graphic card is very weak, cpu below average but with an overclock can have decent performance in dolphin.

I'd go with saving up for a new PC, it's totally worth it.
You know what they say, patience is a virtue and pays off in the end Smile
