That game has some known sound issues.
You should read the game thread of the game and setup your settings accordingly.

Config settings: All default except for Audio.
Audio: Turned on LLE Recompiler. The rest is default.

Graphics Settings: All default except for these changes. (Important settings also noted)
Fullscreen Resolution: turned up to monitor's native resolution (1360x768. I use my LGTV as my monitor)
Aspect Ratio: Force 16:9
Use Fullscreen: Checked
Internal resolution: Some lag at x4 and slightly less lag with every lower setting until x1 Native... and even then I had some lag and audio lag and garble (like talking while gargling water)
Anti-aliasing: Tried 4x and tried None with no real difference between them affecting performance.
Anisotropic Filtering: Stayed at x1.

Hacks and Advanced were left default.
