Thats my conf :

AMD FX 8 Core (8120)
Nvidia GTX 660
Windows 7
8GB Ram
1000w power supply

The problem are fps. In some areas of Zelda Twilight Princess where there are many details, fps decrease from 30-32 to 19-20. (I've set 30 fps max.) So, how can I solve ?

OC your processor as high as possible. even then u likely wont get full speed

AMD CPUs aren't good for Dolphin, so, you may have slowdowns even after overclocking. An i5 3570k OC to 4.2 or a stock i5 4670k is recommended...

With modern CPUs I consider the risk nearly zero even if you don't know what you're doing. If you fail to install your cooling properly the CPU will shut itself off before it hits a temp high enough to cause damage. Just look up a reasonable vcore value and start between the stock and that value. Increment slowly.
