Basically, if you want a boost, you're looking at a new computer. If you don't necessarily want a laptop it will be cheaper to get a fast desktop than a fast laptop.
OS: Windows 10 64 bit Professional
CPU: AMD Ryzen 5900X
RAM: 16GB
GPU: Radeon Vega 56

Oh, the two most demanding games. I can see you've not done much reading here, as they need at least 4.4GHz of Sandy Bridge, which you definitely don't have.

Fire Emblem should be playable. TLoZ TP too, but don't expect too much. TP have some demanding areas which require a good CPU.

btw: Your GPU is also a problem, it can only handle an IR of 1x i think.

Oh. Thanks for the condescending douchebaggery. Obviously it isn't going to play galaxy, but that doesnt change the fact that i want to play it.

Thanks, DefenderX, for your input. I can play Fire Emblem fine, but the speeds are atrocious. 20% and like 12-15 FPS. Yuck. I'm kinda stuck with this for another few days, though, so i was wondering if there was anything i could do to speed it up a bit.

Im replacing it with
i5 2.53ghz
4gb ram
GMA HD Graphics

I'm curious how that might run and if the integrated gpu will even work with dolphin? thanks.

Some Intel GMA's are not compatible with Dolphin (especially the older ones). Newer works fine, but the can only handle an IR of 1x.

btw: You could try an ICC optimized Dolphin build. Just click on the link in my signature, maybe my optimized builds can give you some FPS more.

I have Intel HD ....
I'm sure it couldn't even handle 1x Internal Resolution (480p)
Test on New Super Mario Bros (a very "light" game btw) :
Intel HD - 1x IR : 30 FPS (bottleneck the CPU)
Nvidia GT 540M - 1x IR : 60FPS
Nvidia GT 540M -2.5x IR : 60FPS

IF you need Integrated GPU that bad , I suggest either :
_Intel HD 3000 : 1x or 1.5x IR
_Intel HD 4000 : 1.5 or 2x IR

Laptop: (Show Spoiler)
Clevo W230SS : 3200x1800 IPS | i7 4700MQ @ 3.6GHz (Intel XTU + Triple fan mod) | GTX 860M GDDR5 | 128GB Toshiba CFD SSD | 16GB DDR3L 1600MHz
Aspire 715 43G : 1080p 144Hz |  R5 5625U @ 4.3GHz | Nvidia RTX 3050 4GB | 500GB WD SSD  | 16GB DDR4 3200MHz
Mini PC :: (Show Spoiler)
G3258 @ 4.6GHz | ELSA GTX 750 | Asrock Z87E ITX | 600W SFX 80+ Gold Silverstone + SG06-LITE | Corsair Vengeance 8GB 2000MHz | Scythe Kozuti + Ao Kaze | 45TB 2.5" Ex HDD (in total) , Zelda Gold Wiimote , LE Wii Classic Controller , Gold LE PS3 DualShock , BlackWidow Chroma ,

None of the GMAs can handle dolphin well enough to get decent performance from most games, even at 1x IR. The newer IGPs in clarkdale, clarkfield, arrandale, sandy bridge, and ivy bridge are not GMAs.

His IGP (for the cpu he is planning on getting) is not a GMA.

Which specific model?
