My PC contain this

Intel core 2 duo E8400
Nvidia GeForce GTS 450
3 GB DDR3
My screen resolution is 1280X1024
Will I be able to play GameCube games at a decent speed

Probably very very very few. Only really the least demanding titles from GC and Wii will probably run at any kind of reasonable (probably still not full) speed.

EDIT: The FAQ is slightly outdated in that a dual core CPU is about as fast as you will get by adding cores. We don't need a super fast thread for audio anymore.

The speed increase will be marginal. Since the E8400 and the Q9650 both run at 3 GHz, you'll only see a speed increase due to Windows putting OS and background stuff on 2 cores, and Dolphin on the other 2. The only scenario that will help with is if you're not quite hitting fullspeed in a game.

You'll want to save up money and get a new motherboard and CPU from a generation that's not 10 years old. Anything that is equivalent to Intel Haswell in terms of single-threaded performance or better would be what you want to aim for.
