They do. But not for the same thing. Here is an example.

For Americans: 1[color=#ff0000],[/color]234.56
For Europeans: 1.234[color=#ff0000],[/color]56

Oh god that's horribly confusing. I've never seen someone use the european method in scientific documents though.

In the subject business administration, the X.XXX,XX method is used very often. (at least here in Germany, dunno about other countries )
