If you overclock this CPU to 4.2/4.3GHz, almost all games will run fine. (You should buy a good CPU cooler, e.g. the Thermalright HR-02 Macho, the stock cooler is not recommended for over clocking)

btw: The Intel HD Graphics is crappy, you won't be able to play games in HD and in some games, you'll encounter speed problems. Buy a dedicated GPU

Would a radeon HD 6450 2Gb be a good enough video card? Any suggestions for a gpu under 100$'s?

If you want a good and cheap GPU, get the Radeon HD 7750 (should be enough for 3x IR = 1080p).

Thanks for the quick replys.

The 7750 is just on the edge of budget and and knowing its able to do 1080p resolution is fantastic!

Thank You!

Actually, the 7750 (72GB/s) should be able to handle 4x IR (more than 1080p) -> http://forums.dolphin-emu.org/Thread-minimum-specs-video-card

Don't blame him if you get poor performance with Directx11 backend

Some Nvidia 600 GPU have idle problem with Dolphin . You can fix it by forcing high IR (4x IR , no AA or 2x MSAA ,16x AF) and set "texture cache" between "safe" and "fast" or safe
