Intel i5-4210U: 1.7 ghz Turbo Boostable to 2.7 ghz
Intel HD Graphics 4400
6 GB RAM; it doesn't list branding, but presumably Intel
Windows 8.1 x64

Is this computer strong enough to run Fire Emblem: Path of Radiance? I know Dolphin is a pretty demanding program, so I typically wouldn't bother to ask, but because PoR is an SRPG, presumably without a dedicated physics system and such, it makes me think the game doesn't really require that much to run, which might enable my laptop to run it at an acceptable framerate. Of course, the game's graphics could be demanding enough to require a good computer even without physics, but I wouldn't know that.

I can't say much about that specific game, but overall your system isn't looking too promising for Dolphin in general because of your processor. The U series processors are designed to use little power and as a result aren't very strong.

Only thing I could really suggest that would help at all would be to use Intel Extreme Tuning Utility, set your turbo boost multipler as high as it will go then install Throttle Stop, check the "Set Multiplier" box and set that to match your turbo boost multiplier that's set in XTU. Also be sure that you're power profile is set to high performance.

It runs full speed on my surface pro 3 but it has an i7. You can try the underclock feature if it doesnt work.

Your CPU is quite a bit more powerful than his i5(~30-35% better to be exact) and is unlocked. Single core Passmark benchmark on yours is actually identical to mine which is pretty impressive for a U series CPU.
