If your already at 1x and default setting then you probably can't run it at full speed. You can try changing the backend to see if a different backend is faster but I doubt it will make enough of a difference. That a low power processor with around 5 watts tdp. Dolphin need a reasonable decent cpu speed to run at full speed. At those low tdp it wouldn't be able to get to clock speeds at least for long to run dolphin well
