Is My Hardware that sucks ?

First of all my pc specs :

AMD A8-7600 Quadcore @3.10 GHz
Ram 16GB
GTX 750ti

it works fine for most of games playing with full speed and all, but for some reason, i cant get it to work. By work I mean play at reasonable fps. Except for the menu, it runs on 30fps or lower, which means it is very slow, not to mention about micro stutter. Is there some kind of settings for this game ?

Another game which suffer for this problem is wii sport. Specifically Tennis, It works great, but the higher my level the lower the fps. I am now at Pro Level, and my fps is 30, which is way very slow, and believe me it is not enjoyable.

You mean all those games run at 30 fps or lower except in menus and you want to know the optimal settings for all those games?

Your CPU is not fast enough for most games . I have A10 6790k and I have to push it to 4.5GHz to run most games full speed
and even so , it's still not fast enough for demanding game like The Last Story
You need to upgrade your CPU to sth like Core i3 6100 @ 3.7GHz or Core i5 6600k . Not a AMD hater but don't go with AMD again until they fix their low IPC issue (single thread performance)
Current Intel CPU is twice as fast as any FX CPU in Dolphin Benchmark

No, all of those games run at 100% speed, except for metroid and Wii Sport Tennis.

Wii Sport tennis for some reasons the higher my level, the lower the fps. When I started at level 1, it run at 60fps, but when I hit level 100, the fps begin to drop.

There is no magic can make a game run faster on a slow CPU
Your CPU does not meet the requirement to run Dolphin
https://dolphin-emu.org/docs/faq/#which-cpu-should-i-use
Some games will run well , some games will not and no way you can make all games run full speed with that CPU
