I have a decent computer:

Intel Core i7-2640M @ 2.80 GHz

Intel HD Graphics 3000 & NVIDIA NVS 4200M

8.00 RAM

And a 64-bit Operating system and x64-based processor

I run Dolphin 4.0.1 and I play Luigi's Mansion and Sonic Heroes. Whenever character sprites show up (doesn't matter which game), the 60 FPS drags down to 4 FPS. What can I do in the settings to fix this?

Set Dolphin to High Performance mode on NVidia Control Panel (see Laptop Performance Guide). Other thing you can do is stop using that (sorry for the word, -goddamn-) build and get to latest development build: https://dolphin-emu.org/download/
Rig 1: Windows 10 Home | AMD A6-1450 @ 600/1000/1400 MHz | AMD Radeon HD Graphics 8250 | 4GB RAM | HP Pavilion TouchSmart 11.

Rig 2: Windows 10 Pro | Intel Core i7-2640M @ 780/2800/3500 MHz | Intel HD 3000 Mobile | 8GB RAM | Dell Latitude 6320.
