Is my computer fast enough to run dolphin?

When I first started using dolphin, it worked moderately well with a few instances of frame drops, now it consistently runs at 50% when I put the settings at the recommended for fast use.

CPU - Intel i5 Core M460 2.53 ghz
GPU - ATI Radeon HD 4650
6 GB RAM

I've been trying to run Paper Mario: TTYD and it now runs at around 30FPS, it's the only game I've tried mostly because it is the only game I want to play at the moment.

Keep in mind that for many console and some PC games 30 fps is the normal, full speed. For Paper Mario :TTYD - this game runs mostly at 30 fps ingame, switching to 60 fps in some cutscenes and menus. That's right, switching, it's not slowdowns/speedups, it's how this game designed, because VPS is always at 59-60 range, speed percentage is 99-101, but fps changes from 30 to 60 and back in various game parts.

P.S. Try to turn Accurate VBeam emulation on and use hashless build, because it's better to play this game with EFB to RAM.

well it feels significantly slower than it should be running, like its dragging. Also, the speed recently has been around 40% with a FPS of 25 ish which feels quite slow. But I appreciate the assistance anyway thank you.
