No the Video card is to low try to get a pc with GTX 500 or above or Radeon HD 5000 or above also try to get one with i5 or i7

You do realise that for dolphin the GPU is fairly irrelevant as long as you are happy with only wii quality graphics. Also, some i3s are sufficient, and value for money the i5 2500K is the best processor, as i7s cost far more and will give a negligible speed increase.
