As said before, there are too many axes for making a playable emulated Wii Motion Plus.
The 2 only scenarios that I see for it is TAS and debugging purposes.

Dolphin did have fully functioning emulated wii motion plus controller support. It was removed starting with version 3.5 for some unexplained reason which is a shame since I always felt that one of the strengths of Dolphin is the ability to use a much superior gamepad over the gimmicky wii motion remote. Zelda Skyward Sword for example feels amazingly intuitive being able to swing your sword in any direction using the analog stick.

I can confirm that Skyward Sword is FULLY playable using a gamepad. There are multiple videos on youtube demonstrating this. I myself have done it. The 3D golden key puzzle took me a minute each to solve. Learning to play the harp was a little challenging at first but only took me 30 seconds once I learned how to do it. This is not something that is unique to the gamepad, there are multiple posts across the internet with people having problems playing the harp with real wiimote controllers. I think that consciously neutering one of Dolphin's greatest strengths is counter-intuitive and counter-productive.

Great post and all, but, like you, most people have used the emulated Motion+ and it didn't work for most situations. In fact, there are still bugs in how we interpret the real motion plus adapters on real wiimotes. If someone wants to do some reverse engineering, figure out how it works, and find a way to map it to controllers in an intuitive matter, I'm sure the feature would be accepted with open arms.

As it is, no one is going to allow a half working feature that doesn't do everything and is based partially on guesswork.

Well technically it's just a matter of knowing which axis you need to emulate and bind those to the controls. Using a modifier you can even increase the number of available buttons. For example if you bind right trigger plus a button you essentially have a second set of buttons. Left trigger plus a button = 3rd set. In my Zelda profile, the right analog stick controls the pitch and yaw of the puzzle piece while the left analog stick controls the roll. That's all the axis you need. I don't know if the controller support is perfect but it's certainly good enough to make games playable and an emulator is almost always going to be a work in progress. Zelda Skyward Sword deserves better and it would be a shame for people to miss out enjoying playing it with a controller.

If it's a question of morality due to pirates then why release an emulator in the first place? The claims of the industry losing billions of dollars due to piracy is a strawman argument. Piracy has always existed, That never stopped the video game industry from becoming one of the largest grossing entertainment industries in the world grossing twice as much money as the film industry. $70 billion vs $35 billion in 2013 and that number just keeps growing every year. Also the idea that kids who pirate have thousands of dollars in their pockets to pay for all the games they download if they were ever somehow forced to do so is ludicrous.

We are all gamers here and our goal is the same which is to enjoy our favorite games to their fullest potential. Don't mean to sound unappreciative. Au contraire. Discovering Dolphin has been a great source of pleasure in my life recently rediscovering old classics and all. Keep up the good work!

Juuuust to be clear, Dolphin has never had Motion Plus emulation! There was a custom build that had it during the 3.0 era, but the edits within it were rejected from Dolphin master for having poor quality code, not even attempting to meet Dolphin's style guide, and not meeting Dolphin's code merging guidelines. It was also highly unintuitive to set up and use, filling this forum with all kinds of posts asking for instructions on how to use it! Many Dolphin devs reached out to the author of the patch, but he made little attempt to address these concerns. So it was never merged into Dolphin master.

If someone was to do it and was willing to work with the developers to create a proper motion plus standard, the developers would probably merge it! Just... don't expect to use the branch as a basis, several Dolphin devs have tried to fix the issues of the motion plus branch themselves, and couldn't make heads or tails of the code in it!

Ok thanks MaJoR! Appreciate the history lesson, that clears up a lot of things. It sounded from some of the previous comments above as if it was a design decision to purposely not implement Wii motion plus.  I didn't realize that Dolphin with Wii M+ was a custom branch. Such a shame that the code from that branch can't be salvaged.

I beg to differ about it being highly unintuitive to set up and use. Set up actually looks a lot like Master which in fact is one of the reasons why I thought it was an official build. You can compare with the screenshot below of version 3.0-410 and judge for yourself.
