Dolphin did have fully functioning emulated wii motion plus controller support. It was removed starting with version 3.5 for some unexplained reason which is a shame since I always felt that one of the strengths of Dolphin is the ability to use a much superior gamepad over the gimmicky wii motion remote. Zelda Skyward Sword for example feels amazingly intuitive being able to swing your sword in any direction using the analog stick.
I can confirm that Skyward Sword is FULLY playable using a gamepad. There are multiple videos on youtube demonstrating this. I myself have done it. The 3D golden key puzzle took me a minute each to solve. Learning to play the harp was a little challenging at first but only took me 30 seconds once I learned how to do it. This is not something that is unique to the gamepad, there are multiple posts across the internet with people having problems playing the harp with real wiimote controllers. I think that consciously neutering one of Dolphin's greatest strengths is counter-intuitive and counter-productive.
