What do you theorize would happen if one would reset the overclock?
You might not be able to keep 60 fps even with framelimit off, and get exact same results as me, which would mean that this has nothing to do with gpu, but is cpu speed related.
Or,if you could still keep 60 fps with framelimit off, then it would mean this is gpu related.

I might figure out this problem
@xcyper33 has the same speed as @rpglord , that mean @xcyper33's CPU is not at 4.5GHz when Dolphin is running (might be at 3.1GHz or sth)

You can go to bios and disable "Intel Speed Step" or force maximum CPU speed / multiplier via ThrotleStop to make sure your CPU is at 4.5GHz all the time

Actually I don't have the same speed as rpglord, it is a little better than his, but it still isn't reaching 60fps at certain 'angels' in certain areas of the game.

Also, I do not want my CPU to be running at 4.5GHz at all times, as that drastically decreases the life of a CPU.

With decent cooling and sensible VCore, then although it will reduce the CPU's life, it will still last long enough to be completely obsolete by the time it breaks. It should have 5-10 years life vs 10-15 years. Within 5-10 years, there's no way you'll still be using that CPU, as there'll be much better ones available.
OS: Windows 10 64 bit Professional
CPU: Intel i5 4670K @3.4GHz... for now @4.6GHz with a quick and dirty (yet stable) OC. May get faster in a bit before the end of time.
RAM: 16GB (Down from 24 GB after some was given to siblings)
GPU: Radeon Vega 56

CPU: i5 2500k both stock and OC to 4.5ghz.
GPU: GTX 660
Ram: 8GB DDR3 1600
OS: Windows 8 Pro x64
Game: NTSC
dolphin 3.5-1034
All tests where done on D3d9 4x IR 0 SSAA 16x AF with Per Pixel Lighting enabled. DSP LLE

A few notes:
All the OC tests would eventually hit 59 fps if left alone long enough.
I was surprised by the speed up using efb to ram. I didn't show it in the stock tests because just standing there it didn't make a difference but running through that area had less slow down with efb to ram. EFB to ram + LLE on Thread is the only way I could get 60 fps with only about a 2 fps drop running through that area, sometimes no drop depending on camera angle.
