This 100% this, I run Win10 32bit on my Atom tablet with 1GB of ram, when just booted it hangs around 400-600MB in use. But on my freshly installed Laptop (I have a dual boot with 32bit for 16bit subsystems Wink Wink Wink ) with i7 and 16GB it hangs around 2GB of ram usage (only video driver and sound driver installed) and the longer I use my Windows 10 x64 the more it loads at start up... it's called pre-fetching and makes overal use of the computer feel more snappy since the applications you use are already in the memory. The fun thing is that it even learns which applications to pre-fetch when (for example it knows that if I shut down World of Warcraft I usually start browsing, and when I'm done browsing it knows I usually start up HoTS and so on...) this is actually called Superfetch Big Grin it is frigging amazing. Even my tablet with limited memory and slow processor still feels just as snappy as my ultrafast laptop.
Check my profile for up to date specs.

People greatly overestimate how easily and quickly "used" ram is freed.

Unused memory is wasted memory. Unused memory has to be filled my processes that need to access disk first for whatever, and that's slow.
